Lovely 10 month old Border Terrier only letting him go due to alergies in Glasgow

I have a lovely well trainer Border terrier , unfortunately I have had allergies since I got him, the breeder said if I waited till 9months then stripped his hair it would be more adult hair but has made no difference , he is full of life , well trained , Great recall, stay, leave ect..
