Help ! can i pick your crafty brains please in Blaenau Ffestiniog

Do you know how to use this please I tLhought it would be useful instead of scissors there was no instructions with it ??do you have any idea it showed on the advert you hold it like a pencil and press and it cuts hadn't seen the advert for a while maybe that tells me I got conned £15 down the drain
